The vast majority of Ukrainian communities have already begun to comply with the requirements of the Resolution of the Cabinet of Ministers of Ukraine (September 27, 2017, No. 733) Regulation on the Organization of Alerting on the Threat or Occurrence of Emergency Situations and Communication in the Field of Civil Protection and the Order of the Cabinet of Ministers of Ukraine (January 31, 2018, No. 43-p) on Approval of the Concept of Development and Technical Modernisation of the Centralised Alert System for the Threat or Occurrence of Emergency Situations. First of all, starting this way by designing the creation of a local automated system of centralised notification of the territorial community at existing educational institutions, dormitories, hospitals, cultural centres, shopping centres, petrol stations, facilities of the State Emergency Service of Ukraine and the National Police of Ukraine, city and village councils, as well as open areas, squares, recreation areas, etc.
These regulatory documents define the procedure for organizing the notification of executive authorities, local self-government bodies, enterprises, institutions, organizations, civil protection authorities and the population about the threat and/or occurrence of emergencies, their further informing in order to take safety measures, ensuring communication between executive authorities and local self-government bodies in case of threat and/or occurrence of emergencies and liquidation of their consequences, as well as ensuring the functioning of equipment and technical means of communication.
The problem to be solved
Guaranteed and timely warning and informing the population in the event of emergencies is one of the most important tasks of central and local executive authorities, which requires an effective warning system.
The current warning system was created in the 70s and 80s of the last century on the basis of the command-and-signal principle in the context of global military confrontation and is focused on delivering warning signals only during a special period. Currently, such a warning system does not meet modern requirements.
